# Solar panels in Faversham: the Article 4 direction and terraced-house roofs

*Last reviewed: 26 October 2026. Figures are estimates unless stated; method and sources are given beside each one.*

Faversham's conservation area carries the largest Article 4 direction in Swale. For many households it may affect whether panels can go on the front of the roof. The town is also mostly terraced. Its four town wards have a far higher share of terraced homes than Swale as a whole, so roofs tend to be narrow and the rear slope often counts most. Here is what Swale Borough Council's rules say, what a terrace roof can produce, and what it might cost.

## The Faversham Article 4(2) direction

Swale Borough Council made an Article 4(2) direction for the Faversham Conservation Area on **29 May 2007** ([Swale Article 4 directions](https://swale.gov.uk/planning-and-regeneration/article-4-directions); [planning.data](https://www.planning.data.gov.uk/entity/7010009497)). The council describes it as the largest in the borough, covering most of the town's Victorian and Edwardian houses. It replaced earlier directions for South Road and Briton Road.

Swale's guidance leaflet ([PDF](https://services.swale.gov.uk/assets/Planning-General/Conservation-areas/Article-4-2-Guidance-Leaflet.pdf)) says planning permission is now needed on any **unlisted dwelling** for the works it lists where they **front a highway, a waterway or an open space**. One of those works is "any alteration to the roof, including the provision of rooflights and changes in roofing materials".

What this means in practice:

- **Front slope facing the street, the creek or a green:** the leaflet does not mention solar panels. Whether panels count as an "alteration to the roof" under the direction is for Swale Borough Council to say, so check with the council's duty planner before going ahead.
- **Rear slope not fronting any of those:** national permitted development is likely to apply, with the 0.2 m and ridge limits ([GPDO](https://www.legislation.gov.uk/uksi/2015/596/schedule/2/part/14/crossheading/class-a-installation-or-alteration-etc-of-solar-equipment-on-domestic-premises)). Confirm with the council if you are unsure.
- **Cost of applying:** the leaflet says applications needed only because of the Article 4(2) direction are **free**, with a decision normally in six to eight weeks.
- **Listed buildings:** consent is needed regardless.

The conservation area itself was reviewed, with a draft appraisal published in August 2023 ([Swale conservation areas](https://swale.gov.uk/planning-and-regeneration/heritage-and-landscape/conservation-areas/existing-conservation-areas)). planning.data records the current Faversham Town boundary from 20 March 2024 ([record](https://www.planning.data.gov.uk/entity/44016693)). Preston-next-Faversham and Ospringe have their own conservation areas. Swale also has a separate 2026 Article 4 direction on small houses in multiple occupation. Check with the council if you are unsure whether it touches your plans.

On a narrow terrace roof, ask for a layout drawing that shows edge clearances, and ask how the scaffolding will reach the rear if the front slope is not an option.

That is among the lower figures in our Kent set, about 5% below Folkestone. The terrain horizon is low all round, at about 1.5°. **Estimates for a terrace rear slope:**

- 2.5 kWp south ≈ 2,630 kWh a year.
- 3 kWp west ≈ 2,510 kWh a year.

## Frequently Asked Questions

### Do I need planning permission for solar panels in Faversham?

Possibly. In the Faversham Conservation Area, Swale's Article 4(2) direction brings roof alterations on unlisted houses under planning control where the slope fronts a highway, waterway or open space. Whether solar panels count is for the council to confirm, so check with Swale Borough Council before installing on a front slope.

### Is there a fee for an Article 4 planning application in Faversham?

No. Swale Borough Council's leaflet says applications needed only because of the Article 4(2) direction are free, and decisions normally take six to eight weeks.

### Does the Article 4 direction cover the whole town?

It covers the Faversham Conservation Area. Swale describes it as including most of the town's Victorian and Edwardian homes. Check the council's map for your address.

### How much will a terraced-house system make in Faversham?

A 2.5 kWp south-facing rear slope is estimated at about 2,630 kWh a year, using PVGIS's 1,053 kWh per kWp for Faversham.

### Does the 2026 Swale HMO Article 4 direction affect solar?

It is about converting houses into small houses in multiple occupation rather than roof works. If in doubt, check with Swale Borough Council.

### What if my house is listed?

You need listed building consent for solar panels whatever side of the roof they go on. Talk to Swale's conservation team before getting quotes.
