Solar panels in Tunbridge Wells: converted villas, a hilltop town and the High Weald around it

Last reviewed: 29 October 2026. Figures are estimates unless stated; method and sources are given beside each one.

Almost four in ten households in central Royal Tunbridge Wells live in a flat, more than in any other town in this batch (Census 2021). Many are in Regency and Victorian villas split into apartments. For those homes, the questions are who owns the roof, how a shared system would work, and what the town's large conservation area allows.

Flats, freeholds and shared roofs

Culverden, Pantiles and St Mark's, Park, St James', St John's, Sherwood and Broadwater wards:

Town wards Tunbridge Wells borough
Flats or apartments 39.3% 24.8%
Detached 18.3% 27.2%
Semi-detached 25.2% 30.3%
Terraced 17.1% 17.4%
Private rented 25.5% 19.2%

Census 2021 TS044 and TS054; our ward totals.

In a converted villa, the roof normally belongs to the freeholder or to a residents' company that owns the freehold. A communal array can run the landlord's supply, such as hallway lights, a lift or a shared heat pump. Splitting output between individual flats needs extra metering, so get a firm proposal before spending money on design. Since August 2026, the national rules include blocks of flats, but conservation-area rules and leases still apply.

Output on the ridge

The town point is about 102 m above sea level. PVGIS puts the skyline at about 7° to the north-east and north-west but only about 1.5° to the south, so the hills to the north do not affect a south-facing roof.

  • South-facing: about 1,029 kWh per kWp a year (a 4 kWp array ≈ 4,120 kWh)
  • South-west 972 · south-east 968
  • West 821 · east 817 · north 556

All yields are modelled estimates (JRC PVGIS 5.3, building-integrated mounting setting, 35°, 14% loss, horizon shading on). They describe an average year at one map point, not your house.

In December a south-facing kWp gives about 36 kWh, and in July about 127 kWh.

Cost estimates

Estimate
3 kWp, a semi or a villa's rear slope about £5,600
4 kWp about £7,400
6 kWp, a detached house on two faces about £10,300
8 kWp, a communal array on a large villa about £13,800

Cost estimates use the DESNZ 2025/26 South East average installed cost (solar PV cost data): £1,858.90 per kW up to 4 kW and £1,721.49 per kW for 4–10 kW, multiplied by system size and rounded. No battery. Real prices vary with scaffolding and kit.

0% VAT applies to residential installs until 31 March 2027 (HMRC). Batteries add about £1,500 to £10,000 depending on capacity (Energy Saving Trust). Check sizes with the battery calculator.

The town's conservation area and St James

Tunbridge Wells Borough Council has 25 conservation areas. The Royal Tunbridge Wells and Rusthall conservation area appraisal covers the town in character areas, including The Pantiles, The Common and Mount Ephraim, Mount Sion and The High Street, Calverley Park, Town Centre, Camden Park, St James, Pembury Road, Nevill Park and Hungershall Park, Broadwater Down, Molyneux Park, and Denny Bottom and Rusthall Common (introduction).

St James Article 4(2) direction. The council's page describes a direction covering named addresses in St James Road, Albion Road, Granville Road, Beulah Road, St James Park and Georgia Place. It covers hard surfaces, and front gates, fences and walls facing a highway. It does not mention roofs or solar panels. If you live there, ask the council to confirm (St James appraisal).

National rules (GPDO Part 14, Class A, as amended by SI 2026/896 from 27 August 2026): in a conservation area, panels on a wall, balcony or roof enclosure fronting a highway are not permitted development. Elsewhere on a house, pitched-roof panels must stay within 0.2 m of the slope and below the ridge, and panels on a wall, balcony or roof enclosure may project up to 0.4 m, or 0.2 m where it abuts a highway. Listed buildings are excluded.

High Weald and Green Belt. The town is surrounded by the High Weald National Landscape, and land to the west around Rusthall is Green Belt. Neither changes the Class A rooftop limits for a house. Ground-mounted garden arrays face extra limits on National Landscape land (Class B, article 2(3)).

Grid connection

Small systems up to 16 A per phase are notified to UK Power Networks after fitting (G98). Communal or larger arrays will usually need G99 approval first. Sign up for a Smart Export Guarantee tariff for exports.

FAQ

Need Help? RoboMo's Got Answers

Can I put solar panels on my flat in a Tunbridge Wells villa?
Usually only as a shared system agreed with the freeholder or residents' company, because the roof belongs to them. National rules now include blocks of flats, but leases and conservation-area rules still apply.
Is Tunbridge Wells in a conservation area?
Much of the central town is. Tunbridge Wells Borough Council has 25 conservation areas, and its Royal Tunbridge Wells and Rusthall appraisal covers character areas including The Pantiles, Calverley Park, St James and Mount Sion.
Does the St James Article 4 direction cover solar panels?
The council describes it as covering hard surfaces and front gates, fences and walls facing a highway at named addresses. It does not mention roofs or solar. Ask the council to confirm for your address.
Does the High Weald affect solar panels on my house?
Not for roof panels. The national rooftop limits for houses do not single out National Landscapes. Ground-mounted garden panels have extra limits there.
How much do solar panels make in Tunbridge Wells?
Our PVGIS estimate is about 1,029 kWh per kWp a year facing south, so about 4,120 kWh for a 4 kWp system.
What does solar cost in Tunbridge Wells?
Our estimates using the DESNZ 2025/26 South East averages: about £5,600 for 3 kWp, £7,400 for 4 kWp and £10,300 for 6 kWp, before any battery.
