Solar panels in Maidstone: town-centre flats, Medway valley roofs and the borough's conservation areas

Maidstone's urban wards are not typical of the borough around them. Across eleven town wards, about a quarter of homes are flats and roughly one in five households rents privately, while in the borough as a whole fewer than one in five homes is a flat (Census 2021). That makes ownership and roof access the first question for many Maidstone residents, before panel direction or price. This guide covers both, with modelled output for the town, estimated costs and the planning points that apply.

Who owns the roof?

If you own a house outright or with a mortgage, the decision is yours. If you rent, you need the landlord's written agreement; a landlord who owns a whole terrace row can sometimes plan panels for several roofs at once. Leaseholders in a flat need the freeholder's consent, because the roof is usually part of the freehold. Since August 2026 national permitted development rules also cover blocks of flats, but that does not replace the lease.

How much a Maidstone roof generates

The modelled point sits in the Medway valley at about 12 m above sea level. PVGIS puts the skyline at about 2.3° due south and no higher than 2.7° in any direction, so the valley sides take very little from a rooftop array.

Estimates from PVGIS 5.3 (EU Joint Research Centre, SARAH3 data): 1 kWp mounted on a building at 35°, 14% system loss, terrain horizon included, run for one point in the town on 29 October 2026. Long-run averages, so any single year will differ.

An east-west split (2 kWp each way) gives about the same as a 4 kWp west-only array, roughly 3,250 kWh, but spreads output across the morning and evening. North-facing slopes produce about half as much as south; most people leave them empty.

Winter and summer are very different. The same south-facing kWp gives about 125 kWh in July and about 36 kWh in December, so a 4 kWp array makes around 500 kWh in July and about 140 kWh in December. Plan your battery and tariff around that gap, not the annual total.

Estimated costs

Cost estimates use the DESNZ 2025/26 South East average installed cost (solar PV cost data): £1,858.90 per kW up to 4 kW and £1,721.49 per kW for 4–10 kW, multiplied by system size and rounded. No battery. Real prices vary with scaffolding and kit.

Planning in Maidstone

Maidstone Borough Council has 41 conservation areas and adopted an overarching conservation area management plan in November 2024. Most are villages, but several are in or close to the town: Maidstone Town Centre (designated 1974), Holy Trinity Church, All Saints Church, Chillington House, Ashford Road and Rocky Hill.

National rules (GPDO Part 14, Class A, as amended by SI 2026/896 from 27 August 2026): in a conservation area, panels on a wall, balcony or roof enclosure fronting a highway are not permitted development. Elsewhere on a house, pitched-roof panels must stay within 0.2 m of the slope and below the ridge, and panels on a wall, balcony or roof enclosure may project up to 0.4 m, or 0.2 m where it abuts a highway. Listed buildings are excluded.

Article 4 directions. The council's Article 4 page lists directions in parts of Headcorn, Lenham, the Loose Valley and Eyhorne Street, and one for Maidstone Holy Trinity in the Holy Trinity Church conservation area. Many other Maidstone directions concern office conversions in the town centre and do not apply to houses. If your home is near Holy Trinity Church, read that direction or ask the council before relying on permitted development.

Kent Downs. Land on the scarp north of the town around Boxley is in the Kent Downs National Landscape. The Class A highway rule above applies to conservation areas and World Heritage Sites; it does not mention National Landscapes. Ground-mounted panels in a garden are a separate class with extra limits on article 2(3) land (Class B).

Getting connected

Most 4 kWp systems stay within the G98 limit of 16 A per phase, so the installer notifies UK Power Networks after fitting. Larger systems need G99 approval first. You can then sign up for a Smart Export Guarantee tariff to be paid for exports.
