Solar panels in Deal: Middle Street, Nelson Street and the town’s other Article 4 areas
Last reviewed: 26 October 2026. Figures are estimates unless stated; method and sources are given beside each one.
Dover District Council records four Article 4 directions in and around Deal: Middle Street, Nelson Street, Victoria Road and Wellington Road, and neighbouring Kingsdown. In those areas, alterations to the roof of a house can need planning permission. Outside them, Deal behaves like most coastal towns: a good solar resource and plenty of ordinary roofs that are permitted development.

The council says its directions apply to parts of a home facing a road, waterway or public open space, and can include alterations to the roof. On the seafront, that usually means the slope facing the beach. In the narrow streets behind, it means the slope facing the street. The slope facing a back garden may still be permitted development; confirm it with the council before you commit.
National rules still apply everywhere (GPDO Part 14, Class A, as amended 27 August 2026):
- listed homes are excluded from permitted development (check the National Heritage List);
- panels on highway-facing walls, balconies or roof enclosures in a conservation area need consent;
- all roof panels must stay within 0.2 m of the slope and below the ridge.
Deal's solar yield: the sea-facing slope versus the land side
Deal's seafront faces roughly east. PVGIS for 51.223, 1.401, 35° pitch:
| South | South-west | South-east | West | East |
|---|---|---|---|---|
| 1,081 | 1,024 | 1,003 | 858 | 831 |
kWh per kWp per year, PVGIS.
On an east–west seafront house, the west slope (858) slightly outyields the east (831). The east-facing, sea-side slope is also the one most likely to be controlled. Labelled estimate: 3 kWp on the west slope ≈ 2,570 kWh a year; the same on a south-facing slope ≈ 3,240 kWh. July is the peak month (about 134 kWh per kWp); December gives about 35.
Method: PVGIS 5.3 (SARAH3 satellite irradiance), 1 kWp roof-mounted crystalline panels, 35° tilt, 14% losses, terrain horizon included. Long-term averages for one map point, not a site survey; local shading from buildings and trees is not modelled.
Cost estimates
| System | Typical Deal situation | Estimated cost (no battery) |
|---|---|---|
| 3 kWp | Rear slope of a conservation-area terrace | ≈ £5,600 |
| 4 kWp | Walmer or Upper Deal semi | ≈ £7,400 |
| 5 kWp | Larger detached home | ≈ £8,600 |
Estimate basis: kWp × DESNZ's 2025/26 South East mean installed price (Solar PV cost data): £1,858.90/kW up to 4 kW, £1,721.49/kW for 4–10 kW. These averages come from MCS-registered installations, include VAT where it applied and leave out batteries. Real quotes move with access, scaffolding and kit.
If you are in an Article 4 area, budget for the planning fee and drawings as well. Batteries are extra: about £1,500–£10,000 depending on size (Energy Saving Trust).
If the roof is off-limits
A battery on its own, charged on a cheap overnight tariff, involves no roof work. It qualifies for 0% VAT until 31 March 2027 when an installer supplies and fits it (HMRC 708/6). Read how much a home battery costs or try the battery calculator.
