Solar panels in Folkestone: East Kent’s strongest solar resource, from the Leas to Cheriton

Folkestone faces south across the Channel, and it shows in the numbers. Its PVGIS result is the highest of the sixteen Kent points we have modelled. Planning works differently here from Canterbury, Deal or Sandwich: Folkestone & Hythe District Council's published Article 4 directions are not in Folkestone town. For most houses, that leaves the national permitted development rules doing the work. The town's large stock of flats, many in subdivided Victorian villas, raises its own question of who controls the roof.

Folkestone's solar yield

PVGIS at 51.081, 1.167 (about 43 m above sea level), 35° pitch:

For comparison, the figure is 1,047 in Whitstable and 1,084 in Dover. Summer is especially strong: about 139–140 kWh per kWp in June and July, and about 36 in December. Labelled estimates:

• 4 kWp south-facing ≈ 4,440 kWh a year.
• 5 kWp south-west ≈ 5,270 kWh a year.

Data note: annual and monthly figures come from PVGIS v5.3 using SARAH3 irradiance, a 35° roof-mounted 1 kWp array and 14% losses. They describe an average year at the coordinates shown and ignore chimney, tree or neighbour shading.

Costs

Pricing method: we used the South East averages in DESNZ's solar PV cost statistics for 2025/26 (£1,858.90 per kW below 4 kW; £1,721.49 per kW from 4–10 kW), which cover equipment, fitting and connection but not storage. Expect individual quotes either side.

A sunny roof exports more in summer, so look at export tariffs alongside a battery. To receive Smart Export Guarantee payments you normally need an MCS-certified (or equivalent) installation and a suitable meter (Ofgem; MCS). Battery prices run from about £1,500 to £10,000 (Energy Saving Trust).

Flats on the Leas and in the West End

The 2021 Census for Folkestone and Hythe district (ONS TS044; TS054) counted:

• Flats: 15.0% of households in purpose-built flats and 6.9% in converted or shared houses.
• Tenure: 22.5% renting privately.

The council's management plan for the Folkestone Conservation Area describes four-storey stucco houses, in terraces and pairs of villas, either side of Sandgate Road on the Leas (Folkestone CA management plan). Many are now flats. If you live in one:

• Freeholder consent: you will need it, and the lease decides who owns the roof and the export income.
• Permitted development: applies to blocks of flats within the 0.2 m (walls and pitched roofs) and ridge-height limits, unless the building is listed (GPDO Part 14, Class A).
• Communal system: an array feeding the landlord's supply is often the easiest thing to agree. Start a RoboMo™ project for the building to show the freeholder a modelled layout.

Planning in Folkestone (Folkestone & Hythe District Council)

• The conservation area: the Folkestone Conservation Area was first designated in January 1972 and has been reviewed and extended four times. The council's 2013 management plan divides it into five character areas: the Leas, the West End, the Harbour, the Old Town, and the fringes of the Old Town. At that time, not all of the last two were yet designated (management plan). Use the council's conservation area map to check your address.
• Article 4: the council's Article 4 page lists two confirmed directions, both for land at Longage Hill, Lyminge (No. 1 and No. 2 of 2023). Neither is in Folkestone town. Check with the council for anything newer before you rely on this.
• What applies instead: for most Folkestone houses, the national rules decide. Panels on listed homes are not permitted development. Neither are panels on highway-facing walls, balconies or roof enclosures in a conservation area. Roof panels must stay within 0.2 m of the slope and below the ridge, and be sited to minimise their visual effect.
