Solar panels in Whitstable: small roofs, a low-lying old town and an Article 4 direction
Last reviewed: 26 October 2026. Figures are estimates unless stated; method and sources are given beside each one.
Whitstable's old town is a place of narrow alleys and small cottages with modest roofs, much of it a few metres above the sea. Tankerton and the newer estates to the south and east have bigger, simpler roofs. That split shapes solar here: compact arrays, careful siting of batteries and inverters, and an Article 4 direction that has covered houses in the town conservation area since 1996.

Whitstable's solar resource
PVGIS at 51.360, 1.026 (about 4 m above sea level), 35° pitch, kWh per kWp per year:
| South | South-west | South-east | West | East |
|---|---|---|---|---|
| 1,047 | 989 | 978 | 829 | 816 |
Whitstable comes out lowest of the sixteen Kent points we have modelled. Even so, it is only about 6% behind the best (Folkestone, 1,111), so a good roof here still performs well. The terrain horizon is almost flat, at no more than about 2° in any direction (PVGIS horizon), so shading comes from neighbouring buildings rather than hills.
Two labelled estimates:
- 2.5 kWp on a small cottage slope facing south: ≈ 2,620 kWh a year.
- 4 kWp on a Tankerton semi: ≈ 4,190 kWh a year.
Expect June and July to deliver about 126–127 kWh per kWp, and December about 36.
Method: PVGIS 5.3 (SARAH3 satellite irradiance), 1 kWp roof-mounted crystalline panels, 35° tilt, 14% losses, terrain horizon included. Long-term averages for one map point, not a site survey; local shading from buildings and trees is not modelled.
Cost estimates for Whitstable roofs
| Roof | System | Estimated cost (no battery) |
|---|---|---|
| Old-town cottage, one slope | 2.5 kWp | ≈ £4,650 |
| Typical semi | 4 kWp | ≈ £7,400 |
| Detached, two slopes | 6 kWp | ≈ £10,300 |
Estimate basis: kWp × DESNZ's 2025/26 South East mean installed price (Solar PV cost data): £1,858.90/kW up to 4 kW, £1,721.49/kW for 4–10 kW. These averages come from MCS-registered installations, include VAT where it applied and leave out batteries. Real quotes move with access, scaffolding and kit.
Small systems carry fixed costs (scaffold, inverter, commissioning) over fewer panels, so expect the real cost per kW for a 2.5 kWp job to sit above the average. Batteries are extra: the Energy Saving Trust puts them at roughly £1,500–£10,000 depending on size.
Low-lying streets: where to put the battery and inverter
The council's Whitstable Town Conservation Area appraisal notes that most of the conservation area lies in the sea flood plain, between about 2.5 and 5 m above Ordnance Datum. It also says the town centre and its immediate hinterland fall within an Environment Agency tidal flood-risk area.
- Check your address on the government's long-term flood risk service.
- Ask quotes to say where the battery and inverter will go. A first-floor or loft position, or a wall-mounted unit above likely flood level, may be preferable to a garage floor or an under-stairs cupboard.
- Check your home insurer's position on batteries and solar before installation.
Planning in Whitstable (Canterbury City Council)
- Article 4: an Article 4 direction covering dwelling houses in the Whitstable Town Conservation Area was made on 17 October 1996 and confirmed on 1 April 1997 (planning.data.gov.uk). It removes named permitted development rights, so roof work that would normally need no application may need one. Ask the council whether solar on your elevation is caught.
- Other conservation areas in and around the town, per the council's register, include Tankerton, Church Street (Whitstable), South Whitstable, Courts Lee Manor, Chestfield, and the Canterbury and Whitstable Railway and Whitstable Station area (Canterbury City Council). Several individual Borstal Hill properties also have their own directions.
- National rules (GPDO Part 14, Class A, updated 27 August 2026): listed homes are excluded, and so are panels on a highway-facing wall, balcony or roof enclosure in a conservation area. Otherwise roof panels must stay within 0.2 m of the slope and below the ridge.
- Council design guidance (heritage guidance) favours rear or non-public slopes and low-profile, non-reflective panels.
The same council covers Canterbury and Herne Bay.
